The Federal Highway Administration, Office of Planning, Environment, and Realty (Office of Natural Environment) is recruiting for two Environmental Protection Specialists (GS-13/14) positions. The duty location is Washington, DC, but we are also advertising under FHWA's Remote Work Program and FHWA's Alternative Duty Location Program. The vacancy announcements opened today, Thursday, December 2, 2021, and close on Monday, December 13, 2021.
We are seeking senior professionals to advance innovative strategies for addressing climate change and building resilient and sustainable transportation systems that are cost-effective, long-lasting, and efficient. We are looking for a dynamic individual with excellent technical and interpersonal and communication skills to join the Environment, Air Quality and Realty Technical Service Team with the Resource Center, Office of Innovation Implementation.
Our current opportunity is an Environmental Protection Specialist position on the Environment Team. This is an outstanding opportunity to serve as a national expert in all matters pertaining to highway transportation and the National Environmental Protection Act (NEPA).
We are seeking to fill the current vacancy as either a GS-13 or GS-14, Environmental Protection Specialist.
The selected candidate will:
* Plan and lead NEPA and other environmental program area implementation efforts to advance FHWA's program and project development process.
* Lead or participate in teams charged with exploration of issues, problem resolution, implementation efforts. Develop national and project-level procedures and standards, which facilitates accomplishment of the program and technical assistance role of the Resource Center.
* Provide technical advice, assistance and training on environmental project and program matters to FHWA Division Office and FHWA Headquarters personnel and to officials of state, local and regional agencies across the nation.
* Troubleshoot implementation problems with both internal and external officials. Identify and pursue new partnerships, marketing approaches, and customer participation.
* Provide coordination and liaison to officials within a broad range of governmental agencies at the local, state, and regional level; officials of non-profit organizations, professional associations, public interest groups; representatives of educational institutions, private industry, etc.; and the general public.

Partner communities will work with a planning team to identify strategies to grow their local outdoor recreation economy, strengthen their downtown, and conserve and sustainably use forests and other natural assets.
Past RERC projects have included improving access to trails and nearby natural attractions, promoting outdoor-oriented businesses, expanding lodging and other services for visitors, supporting economic growth and amenities in downtowns, and ensuring that residents and visitors from all backgrounds can access and benefit from outdoor recreation opportunities.

Background: The U.S. Environmental Protection Agency (EPA), as part of its Science to Achieve Results (STAR) program, is seeking applications proposing transdisciplinary research to analyze environmental problems at the intersection of climate change, environmental justice (EJ), and vulnerable populations and lifestages.
Environmental justice (EJ) is an integral part of EPA's mission to protect human health and the environment. EJ is defined as the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income, with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies. Low-income, minority, tribal and indigenous communities are often disproportionately vulnerable to environmental health challenges because they are faced with greater exposure to many sources of pollutants or contaminants. They are also more likely to be overburdened due to systemic environmental policies resulting in wealth and health inequities or disparities and underserved in adaptive capacity to respond to and cope with emerging environmental stressors caused by climate change. Climate change can create various levels of environmental and health impacts in different regions, communities, and population groups across the nation. Additionally, children, older adults, and people with disabilities or pre-existing health conditions may be most susceptible and vulnerable to climate changes and associated environmental stressors. Proposed research projects should address all of the following research questions:
* What may be the most influential community-, population- or lifestage-specific vulnerabilities caused by ongoing climate change that would elevate exposure to pollutants or contaminants and further exacerbate the health effects from exposure to pollutants or contaminants in overburdened communities?
* What are the cumulative health impacts of climate change related stressors on vulnerable groups or susceptible lifestages in overburdened communities?
* How can community-based scientific research results be translated and/or applied to provide effective solutions to reduce climate change impacts on human health in overburdened communities?
