FYI. I found this paper very interesting, and I think some pieces are relevant to those of us who work in the health field, particularly as we work to build an evidence base.
I also appreciated that logic models were the first practice listed. My education is in urban planning, and the logic model is probably the most valuable tool I picked up during the years I worked in a public health setting.

I wanted to let you know we've released MEASURES FOR SUCCESS: New Tools for Shaping Transportation Behavior. This report, which was written by Jessica Roberts, Derek Hofbauer, and Katie Mangle of Alta Planning + Design, draws on interviews with evaluation experts in a variety of fields beyond transportation to provide insight into new ways to measure the success of TDM, particularly individualized marketing campaigns. (If you are at the ACT conference, you may have seen Jessica, Derek and I discuss this at yesterday's "Making Your Case" session.)
It outlines the use of tools that are new or uncommonly used in the individualized marketing field, such as a Stages of Change model for program design, logic models (typically used in public health campaigns), A/B testing, and more.

Abstract
Safe urban walking environments may improve health by encouraging physical activity, but the relationship between an individual's location and walking pattern and the risk of pedestrian-motor vehicle collision is unknown. We examined associations between individuals' walking bouts and walking risk, measured as mean exposure to the risk of pedestrian-vehicle collision. Walking bouts were ascertained through integrated accelerometry and global positioning system data and from individual travel-diary data obtained from adults in the Travel Assessment and Community Study (King County, Washington) in 2008-2009. Walking patterns were superimposed onto maps of the historical probabilities of pedestrian-vehicle collisions for intersections and midblock segments within Seattle, Washington. Mean risk of pedestrian-vehicle collision in specific walking locations was assessed according to walking exposure (duration, distance, and intensity) and participant demographic characteristics in linear mixed models. Participants typically walked in areas with low pedestrian collision risk when walking for recreation, walking at a faster pace, or taking longer-duration walks. Mean daily walking duration and distance were not associated with collision risk. Males walked in areas with higher collision risk compared with females, while vehicle owners, residents of single-family homes, and parents of young children walked in areas with lower collision risk. These findings may suggest that pedestrians moderate collision risk by using lower-risk routes.

The successful candidate will have a leadership role in a multi-disciplinary research project focused on personal exposure assessment in transportation microenvironments. This high profile position reports to the Director of T4America and works in close partnership with the Outreach Director and Communications Director.
Candidates must demonstrate an ability to work successfully with limited supervision, independently and within a team. The policy director must also help deliver motivated and credible local leaders armed with the right research and proposals to advance a winning policy agenda. The policy director will continue our success in developing policies in close cooperation with our national and local civic, elected, business and non-profit partners, backing them up with research, and mobilizing diverse and compelling voices.
Responsibilities
§ Manage policy-related activities in partnership with targeted constituent groups both in DC and on the state level in other locations;
§ Lead our transportation policy development, analysis and implementation efforts at multiple levels of government;
§ Supervise the work product of a high-functioning policy team, which includes content creation, tracking legislation and project management;
§ Develop tactics and strategy for a number of distinct policy initiatives working closely with T4A’s Outreach and Communications teams;
§ Work with our partner cities across the U.S. to help them prepare policies for emerging new technological innovations in mobility from ridesharing to car-sharing to data platforms;
§ Build the capacity of our partners to engage with state and federal leaders on our policy agenda;
§ In select states, work with local partners working to promote progressive transportation policies and transportation funding efforts;
§ Travel and speak on behalf of T4A and its coalition, including workshops, conferences and other events.
Special knowledge and skills
Required:
§ Minimum of five years experience working in the transportation arena or a closely related policy field;
§ Knowledge of the legislative process at multiple levels of government, as well as the ability to think strategically and work across party lines;
§ Staff management and project management skills and experience;
§ Excellent time management and organization, research skills, and verbal and written communication skills;
§ Ability to strategically prioritize their workload and complete multiple tasks and high volume of work;
§ Excellent written/verbal skills, with a high degree of accuracy and attention to detail;
§ Comfortable with working in a collaborative team environment;
§ Ability to deal effectively and tactfully with a wide variety of individuals;
§ The candidate must have good interpersonal skills, and be able to work independently with minimal supervision; and,
§ Must be proficient with the Microsoft Office suite and comfortable working with OSX and iOS.
Preferred:
§ Experience working within a state or local transportation agency at the local, MPO or state level;
§ An advanced degree in public policy, political science, planning or other related field is required;
§ Previous experience in local, state and federal policy as it relates to our subject matter; and,
§ Experience working with diverse populations.
