1 objective of HIA is to make justifiable recommendations for mitigating
negative and enhancing positive health impacts.
2 strong justification lies in citing policies laws regulations
3 increasing inequality is generally not covered by these
4 some societies seem to delight in being as unequal as possible
5 another justification is to cite best international practice
6 this often refers to project lending requirements as started by the IFC
performance standards (2012 edition) and the Equator Principles.
7 these state in part
... the client will identify individuals and groups that may be directly
and differentially or disproportionately affected by the project because of
their disadvantaged or vulnerable status.Where individuals or groups are
identified as disadvantaged or vulnerable, the client will propose and
implement differentiated measures so that adverse impacts do not fall
disproportionately on them and they are not disadvantaged in sharing
development benefits and opportunities ...
