Personally, I would like to see a tool developed whereby communities could
easily calculate their external costs for lack of mobility choices and also
calculate the net benefits of alternative transportation and transit. Karen
Wolf-Branigan did something similar for travel training, which seeks to
shift paratransit riders to regular transit.
