We absolutely agree social equity is a neglected issue and should be
considered. Our friends at PolicyLink, who have extensive knowledge and
expertise in this area and who partner with us on the Equity Caucus, have
submitted a very thorough and eloquent comment letter on that very issue.
FHWA make all the comment letters public on
, therefore
anyone interested in reading PolicyLink's comment letter can do so here:
, or any
of the other comment letters submitted by the September 2nd deadline here:
.
I hope everyone has a great weekend, or great holiday weekend for those of
us in the states.
Regards,
Elissa

Of course whether certain modes and programs are

we're going to advocate performance based criteria, let's add really
neglected ones like social equity.

This sign-on letter is from the Partnership for Active Transportation (
http://www.partnership4at.org/) in response to the USDOT/FHWA notice of
proposed rulemaking on transportation planning. The NPRM specifies that
State DOTS and MPOs will have to take a performance-based approach to
planning and programming in these key areas: safety, infrastructure
condition, congestion, system reliability, emissions and freight movement.
More information on the NRPM can be found here:
https://www.federalregister.gov/articles/2014/06/02/2014-12155/statewide-an…
.
The comment letter focuses on the simple principle that the impact of
transportation on physical activity levels ought to be a factor considered
in transportation plans. It’s about making smart decisions regarding
priorities that reflect key impacts of transportation. Whether certain
modes are eligible for funding or not isn't relevant to the question of
what we value when planning.

Elissa
