Transportation Planner – System Performance
The Association of Central Oklahoma Governments, the Metropolitan Planning Organization (MPO) for the Oklahoma City Area Regional Transportation Study (OCARTS) area, seeks a highly motivated, skilled, self-starting professional to fill a key position within the Transportation & Planning Services (TPS) Division. This position requires excellent analytical, communication, data management and problem‑solving abilities.
The position serves as the principal professional and technical resource for metropolitan planning organization (MPO) regional performance based planning including: the Congestion Management Process, system targets and measurements, and safety and security planning for the MPO. Other responsibilities include coordination of related committees and/or subcommittees, and assisting in the development of the long range transportation plan. Makes frequent decisions important to the projects for which he/she has responsibility.
NOTE: The position will be filled at either the Assistant Planner or Associate Planner level, depending on qualifications.
Minimum Requirements:
Assistant Planner: Requires a Bachelor’s Degree in Engineering, Geography, Planning or related field, plus one (1) year of professional experience. A Master’s Degree in related field may substitute for the 1‑year experience. Starting Salary Range: $38,000 - $45,000
Associate Planner: Requires a Bachelor’s Degree in Engineering, Geography, Planning, or related field, plus three (3) years of professional experience. A Master’s Degree in related field may substitute for 1‑year of experience. Starting Salary Range: $43,000 - $50,000

The City of Durham North Carolina, on behalf of the Metropolitan Planning Organization, (MPO) seeks a Transportation Modeler with extensive experience in the development and maintenance of advanced travel demand and land-use models. Primary responsibilities of this position also include model specifications, estimation, calibration, validation, maintenance, demand forecasting, policy analysis, traffic simulation, scenario testing as well as providing technical support for transportation system performance measures, needs assessments, prioritization for the Transportation Improvement Program and Long Range Transportation Plan. The Transportation Modeler will also be responsible for presentation of scenario outcomes and project prioritization results to the regional technical and policy stakeholders, therefore a high degree of oral and written communication skills, and ability to effectively present technical information to small and large groups is essential. The position will provide a challenging and rewarding experience to the selected candidate.
Requirements, Knowledge, Skills & Abilities:
· Bachelor’s degree in Civil/Transportation Engineering, Transportation Planning or a related field. A Master’s degree is preferred;
· Minimum of five years of progressive and relevant experience in travel demand modeling; or an equivalent combination of education and directly related travel demand modeling experience;
· Hands-on experience and extensive skills with TransCAD and GISDK;
· Experience and skills in computer programming skills (VB, JAVA, C++ or similar), database programming, UrbanSim, GIS and statistics is preferred; and
· Possession of a valid NC class “C” driver’s license.

Fresno COG has an immediate opening for a full-time professional level Regional Transportation Planner position specializing in Transportation Demand Modeling. This position is a member of Fresno COG's Travel Demand Modeling, Demographic Forecasting, and GIS Team and performs critical functions supporting the Fresno COG operations.
Fresno COG currently has a traditional four-step travel demand model with transit mode choice and is working on development of an activity based model. Fresno COG utilizes Citilabs Cube/Voyager transportation modeling software, the Envision Tomorrow land use model and is developing a local application for the Integrated Transportation and Health Impact Model (ITHIM).
Responsibilities:
The travel demand modeler will perform a full range of highly technical and advanced professional transportation planning assignments and activities related to travel demand modeling and forecasting. Assignments may include developing and maintaining models to forecast future travel demand, evaluating transportation system performance, providing technical expertise in analyzing travel demand alternatives, and accessing the relationship between transportation, land use and environmental impacts.
The travel demand modeler must be able to work as a collaborative team member, possess excellent verbal and written communication skills, and handle a high volume of work in a busy and demanding environment. Accuracy and timeliness in completing assignments is extremely important.
Education/Experience:
Graduation from a recognized college or university with a degree in Planning, Math, Geography, Computer Science, Engineering, GIS or related field is required. A Master's Degree is desirable.
However, enthusiastic recent college graduates will be highly considered.
The successful candidate will also possess excellent oral and written communication skills. Be highly proficient in all Microsoft Office applications and be extremely detail oriented.
A working knowledge of Citilabs Cube/Voyager and ESRI's ArcGIS is highly desired. Candidates with direct experience applying travel demand models in an MPO setting are preferred.
Candidate should be politically astute but must be apolitical on the job.

This position develops, maintains and disseminates socio-economic, land use information and forecasts for area wide studies and computerized transportation modeling needs. The position is critical in developing and supporting land use information for the Fresno COG transportation models.

This position is responsible for overseeing growth forecast and estimates and managing special studies related to the regions housing, population and employment. The position also assists with the development of the Regional Transportation Plan and other planning studies.
The demographer must be able to work as a collaborative team member, possess excellent verbal and written communication skills, and handle a high volume of work in a busy and demanding environment. Accuracy and timeliness in completing assignments is extremely important.
Education/Experience:
Graduation from a recognized college or university with a degree in Planning, Math, Geography, Computer Science, Engineering, GIS or related field is required. A Master's Degree is desirable.

Applicant must have strong mathematics, computer, spreadsheet, and urban and regional planning knowledge. Applicant should also be highly proficient in all Microsoft Office applications and be extremely detail oriented.
Strong oral and written communications skills are required for preparing and presenting reports, graphics, and presentations. This position provides an exciting opportunity for a technically savvy person to develop critical analysis for the region's decision and policy makers in areas such as transportation, land use, housing, and air quality.
Preference will be given to candidates with knowledge or skills in the following areas: Geographic information system applications (GIS), relational database management and programming (Access, SQL), transportation planning, land use modeling/planning and demographic forecasting.

Call Description
The Census Data for Transportation Planning Subcommittee of the Urban Transportation Data and Information Systems Committee, ABJ30(1) invites you to submit posters for a session focusing on the innovative use of small area ACS and CTPP geography for transportation planning and related applications. Posters will be displayed at the TRB Annual Meeting in Washington, DC, January 2015. Authors of the most innovative posters will be invited to present at the subcommittee meeting.
Background
The American Community Survey 5-Year data and the Census Transportation Planning Products special tabulation have given practitioners access to a wealth of current data in geographic units as small as Census Block Groups. Data topics include a wide range of demographic, social, economic, and transportation data including journey-to-work ("commuter") flows. This level of geographic detail allows for a finer level of detail in activities such as transit planning, site selection, model validation, program analysis, and community outreach.
While these data sets have significant potential it is not a panacea for all programmatic and research tasks. High margins of error mean small-area data may not be as accurate as is needed for a project and it is a challenge to display it without giving a false sense of precision. Aggregation and derived margins of error create further challenges to statistical analysis. Small area data may not fit well into locally created geographic boundaries (towns, watershed, etc.). Transferring data from older geographies such as 2000 Census tracts to newer small area geographic units is often needed for analysis but can be hard to accomplish without further reducing the accuracy of the data.
Evaluation Criteria
A broad range of abstracts relating to the topic are welcome. Preference will be given to posters which emphasize the following:
• Practical and applied ("real world") uses of small-area geography
• Posters that display solutions for the statistical challenges that come from working with small-area geography
• Innovative visualization of margins of error
• Topics that address applications towards urban planning
A session-development subcommittee will review all abstracts to identify those that most effectively demonstrate innovative analyses and communication techniques conveying the value of small geography ACS and CTPP data. The subcommittee hopes to identify posters representing a diverse array of uses and applications. Applicants will be notified in late-September of their selection.
Poster Session Guidelines
Those selected for this session will prepare a poster for presentation at the 2015 Annual Meeting in January. Participants are not required to prepare a paper. Each presenter will be provided with a table and a 4’ x 8’ vertical panel for displaying posters and other materials. An electrical connection will be available at each station. Telephone and internet connections will not be available. TRB's guidelines for poster presenters are available at http://onlinepubs.trb.org/onlinepubs/archive/Guidelines/PosterPresenters.pdf. Presenters are expected to attend and participate in this session. Presentation teams are welcome.
Submission Instructions
A special deadline for submittals has been established. Interested candidates should submit an abstract explaining their project and poster concept by 11:59 pm EDT on Wednesday, September 3, 2014. The abstract should be no more than a single one-sided page in length (approximately 500 words) and include:
• Contact information (name, agency/organization, phone number, email address)
• Title of your proposed poster for use in the Annual Meeting agenda
• Explanation of the project, research, or process using CTPP/ACS data and how the data were used
• Any innovative discoveries or lessons learned about small-area use of this data that would be useful to the transportation community
• Preliminary description of the information to be conveyed in your poster
You are welcome to include links to on-line materials that illustrate visualization or graphic communication concepts described in your abstract but this will not substitute for the information requested in the abstract.
The subcommittee will not consider sales presentations on products or services.
