Here's the definition of MSA from
Census.gov(http://factfinder.census.gov/home/en/epss/glossary_m.html)
Vishu.
Metropolitan statistical area (MSA)
A geographic entity defined by the federal Office of Management and
Budget for use by federal statistical agencies, based on the concept of
a core area with a large population nucleus, plus adjacent communities
having a high degree of economic and social integration with that core.
Qualification of an MSA requires the presence of a city with 50,000 or
more inhabitants, or the presence of an Urbanized Area (UA) and a total
population of at least 100,000 (75,000 in New England). The county or
counties containing the largest city and surrounding densely settled
territory are central counties of the MSA. Additional outlying counties
qualify to be included in the MSA by meeting certain other criteria of
metropolitan character, such as a specified minimum population density
or percentage of the population that is urban. MSAs in New England are
defined in terms of minor civil divisions, following rules concerning
commuting and population density.

I have a question about how the ACS will be used to define MSA's---
since the commuter data is key to MSA definition, does anyone know how
these will be defined in the future?

I think you may have an old definition, which would mean the cited page is
wrong. There are no more CMSAs nor are there any PMSAs (Thank God). There
are CSAs... similar to CMSAs and metropolitan divisions have replaced
PMSAs.

Nancy,
I think there was a Federal Notice in May or June asking for comments on
proposed criteria. I would think there would be some discussion there
regarding this potential. My hunch is that the issues with ACS preclude
it from being used for MSA definitional changes, at least on a year to
year basis. However, I imagine anything is possible.
I recall that there is some consideration for intercensal updates of
urban areas - something like 5 years after the initial definitions (2012
for initial 2017 for update). I am not sure if OMB considered the same
potential update time period in their proposed rules.

"core-based statistical areas". I feel that I read that 5-years of ACS
were going to be used, but it might be my imagination. So... it is

The Office of Management and Budget (OMB) is responsible for defining
metro and micro areas.
After the 2010 Census, we expect to complete a full review of the
statistical areas in 2013. This review will apply the 2010 statistical
area standards to 2010 Census data and the American Community Survey
5-year estimates of commuting and employment. We expect to publish the
2010 standards in an FR notice before December 2010.
