Performs technical planning and programming support activities associated with Metropolitan Planning Organization (MPO) and Regional Transportation Planning Organization (RTPO) plan development, project implementation, and technical and statistical analyses. Transportation demand modeling is a primary function. Successful candidates will have experience with the EMME/2 platform. Performs data collection, works with MPO/RTPO members in using and maintaining WCOG's EMME/2 bi-national/regional transportation demand model and possibly other models in providing demand forecasts for Whatcom County, its cities, consultants and others. May supervise others in the course of daily work or other specific task assignments. Works cooperatively with other WCOG staff and may be assigned additional, project specific, tasks that include facilitating technical work groups or committees of interested citizens and/or agency representatives. The Senior Transportation Planner may also be called upon to work outside the office in represent WCOG at public meetings, workshops and coordinating sessions that may include elected and appointed officials from public and private sector. TYPICAL DUTIES: Acquire and enter appropriate data to populate the WCOG Transportation Demand Model as needed to reflect current conditions as well as to forecast future transportation demand. Work closely with the Planning Director to prepare, review, revise and update Regional and Metropolitan Transportation Plans, and cooperate with the Washington State Department of Transportation in development of future iterations of the Washington Transportation Plan (WTP). Provide technical and administrative support for the MPO/RTPO Transportation Technical Advisory Committee (TTAC) and the Community Transportation Advisory Group (CTAG). Prepare and present supporting documentation such as poster boards, documents and MS PowerPoint presentations. Assist in advising local jurisdictions on matters pertaining to federal and state transportation planning and programming requirements. Complete research and compilation of facts and data, communicate with representatives of multiple organizations, organize and write project reports and project grant applications. Develop presentation graphics, reports on active projects, and prepare meeting records and summaries. Work with outside agencies such as the Whatcom Transportation Authority and Western Washington University to develop, maintain, and share transportation system data and information. Complete other tasks as assigned. QUALIFICATIONS Education: Bachelor's degree in urban, regional or transportation planning, engineering, or other closely related disciplines. A master's degree is preferred. Experience: At least three years of experience as a transportation planner or engineering technician, or in a position requiring substantial familiarity with transportation planning principles. A Master's degree in a planning or related curriculum may be considered in lieu of one year of experience. Other: Must be able to work independently, communicate effectively in writing and in oral presentation and be able to produce clear, concise, written technical and non-technical reports. Must possess excellent computer application skills and have experience in the use of Microsoft word processing, spreadsheet, visual presentation and database management programs. Position requires a valid driver's license and access to reliable transportation.
