ACS Meeting (long post)

The information presented below came from mine and Elaine Murakamis notes of a meeting we attended concerning the American Community Survey. While many issues were discussed, the items presented below stood out in our minds and may be of interest to the transportation community. The agenda is attached. On April 14th the Census Bureau hosted an invited meeting for the transportation community to discuss the American Community Survey. There were approximately 31 people in attendance, 18 from the Census Bureau and 13 from the transportation community. The meeting took place at the Department of Commerce Building in Washington D.C. ACS questionnaire items The Census Bureaus goal is to have the ACS from 2008 to 2012 approximate a 2010 long form. Thus, the ACS questionnaire items must be locked down over this period. Any recommendations for changes to the questionnaire need to be tested in the 2006 Content Test. Any cognitive tests would need to occur in 2005. Any recommendations for additions must be submitted to the OMB interagency group on ACS, and must include statutory justification. Congress wants the questionnaire to be as short and with the least burden as possible. (As background: DOT submitted justification for the current version of ACS, which retains all the journey-to-work questions and household vehicle availability question. The DOT report can be found at http://www.TRBcensus.com/articles/030901acs.pdf) ACS Products The CB plans to issue a Federal Register Notice within the next 30 to 45 days, with a list of tabulations that they plan to publish from the ACS. These would be standard products from the ACS, as opposed to CTPP tabulations which are considered a special tabulation, paid for by the transportation community. Standard products come out quickly and the tables are not subject to rounding. We informed the CB at this meeting that we would like them to consider adding workplace tabulation and flow tabulation to their standard tabulation, which is currently limited to residence geography. We provided a DRAFT of tables we would like considered, as well as a few changes to the current list of standard tabulations available on the ACS webpage. Appended at the end of our meeting notes is a list of the new tables we would like considered. We reiterated that users of workplace and flow tabulations were not limited to transportation planners, but included emergency/evacuation planners, environmental planners, employment/labor analysts, and the marketing community. Using a Federal Register Notice for public participation in table design differs considerably from previous Census Bureau activities to design the SF3 tables for 2000, and STF3 tables in 1990. Non-Response Follow-up The Census Bureau said they plan to implement at least 4 different rates of Non-Response Follow-Up (NRFU) in the implementation of ACS starting around January 2005. The ACS follow-up currently targets one-in-three housing units, that is, if the Census Bureau does not receive a mail-back form, 1 of every 3 non-respondents is contacted, and the other 2 of 3 are left as missing. Weighting is used to bring the responses to a total. Because the Census Bureau cannot increase the total number of samples to be followed up without incurring additional costs, they plan to base their NRFU on historic trends in mail-back returns. That is, those census tracts with the lowest mail-back returns will have the highest proportion of NRFU. The goal is to have results with approximately the same statistical quality over space. Mail-back rate (NRFU rate) Lowest (1:2) Low (2:5) Average (1:3) Better than Average (Less than 1:3) 2000 PUMAs The Census Bureau plans to use the 2000 Public Use Microdata Areas (PUMAs) as a standard tabulation geography for ACS. This means that large jurisdictions with population over 250,000 will have a close approximation of subareas within their jurisdiction using 3-year averages, rather than waiting for 5-year averages. There are no plans to change or redefine PUMAs until 2010. However, because the transportation data community was often not involved in the definition of the 2000 PUMAs, an earlier redefinition might make sense for the transportation community. User Defined Statistical Areas We asked if the CB would allow for a new layer of geography that was smaller than a jurisdiction, for jurisdictions with population larger than 250,000. While the CB acknowledged the notion of User Defined Statistical Areas, staff quickly moved the focus to the use of PUMAs. David: I haven't found the need to do what you're asking for, but there are SIC-to-NAICS and NAICS-to-SIC equivalency files on the Census Bureau's web site, at: http://www.census.gov/epcd/www/naicstab.htm General info on NAICS is available at: http://www.census.gov/epcd/www/naics.html In terms of SAS, I would download one of the CSV equivalency files on the Bureau's web site, then edit that CSV file in EXCEl, then import that CSV file into SAS: proc import data='nameofBureausfile.csv' outfile=temp1 replace; proc sort data=temp1; by naicscode; proc sort data=mydatafile; by naicscode; data temp2; merge temp1 mydatafile; by naicscode; proc summary data=temp2; class generaleconomycode; etc..... As with SIC, the first digits of the NAICS codes are generalized industry codes, so it may be a better idea to download the fixed format ASCII NAICS equivalency to use in designing a process to squeeze your data files to general industry categories. However, just in case you are interested, the FHWA Office of Planning, Environment and Right-of-Way, together with the Resource Center Planning Team has JUST issued a newsletter. It covers a broad list of topics and includes several course/workshop announcements. MORE on topic to the CTPP listserv-- We recently issued a CTPP Status Report, and we hope many of you will participate in the TRB Urban Data Committee's project on Downtowns (see page 2). Update on CTPP 2000 Part 3 Data Files

We have begun production runs of the preliminary Part 3 data that we will be asking the State DOTs and MPOs to review. We will create the ASCII files and pass them along to BTS for posting on the www.transtats.bts.gov website for downloading. We are shooting for the files to be up on the site the week of April 19. We are releasing the ASCII data files first, and not waiting for the CDs with software because the changes to the software that are needed for Part 3 will take longer to implement. This way agencies will be able to access the Part 3 data as soon as possible. Even if you have not used the ASCII files for Part 1 or Part 2, you might want to take a look at them for Part 3 and see if you can use them in that format. We will send another message informing you of the availability of the files once they are loaded on the web site. newbie question- county to county great, how 'bout zip to zip or tract to tract?

Hi- I searched the archives to see if this question had been asked before, but didn't find anything. The census provides county to county worker flow files: http://www.census.gov/population/www/cen2000/commuting.html Great stuff. But I am interested in going to the next level and finding out counts for the number of people commuting from zip code to zip code, or census tract to census tract. And more specifically, what times the leave, how they get to work (ride alone, carpool, mass transit, etc.) Couple of questions: 1. Are there files or tables of this data that Census or someone else has made available? 2. If so, please provide url or other means of getting data. 3. If no to 1, does Census make the raw data available (PUMS?) so I could do my own analysis? 4. If so, where can I get/download/purchase the data? It would seem to me that at some point Census would not want to offer this information for privacy and other reasons - too detailed, etc. But I would be very happy with counts of people going from zip code to zip code. Any help for this CTPP newbie would be appreciated. I'd be happy to receive answers directly and summarize answers to the list in a later post, if that's appropriate behavior for this list. Release of Final CTPP 2000 Part 1 data in ASCII Flat File format

The final CTPP 2000 Part 1 files are now available for download via the BTS Transtats Website. These files are in Flat ASCII File format. The file layout and SAS code are also available. These files are not in the .IVT format used in the CTPP Access Tool. The website is: www.bts.gov, Click on Data, then on CTPP 2000. We are also providing the preliminary Part 2 file in Flat ASCII format on the same portal. The CD-ROM version along with the CTPP Access Tool is being prepared by the Census Bureau. Once the CD-ROMs are ready, you can order a copy via the BTS website (www.bts.gov, Click on products, then on CTPP 2000).
