I recently had a chance to talk with a Census Bureau staff and was told
that the 3 (not 5) year average of CTPP like product will be available
in fall 2010.

If the information that I received two years ago is correct, the ACS
will be the only thing available. Unless something has changed, ACS
replaces "long form" and it will not be used in the 2010 census.
However, 2010 will see the first publishing of the 5 year running
summary from the ACS. I assume a CTPP like product will be (or at least
could be) generated from this 5 year summary.
Again, if someone more who is more up to date, I would love to know
where this stands.

I will be out of the office starting Wed 07/29/2009 and will not return
until Mon 10/05/2009.
I will respond to your message when I return.
Please contact with Pramoda Gode (pgode(a)camsys.com) for any CTPP related
questions.
Mr. Paddock:
It's safe to say that one set of TAZs will not be able to cover both these
needs for you. There's been discussion here before about developing two
or more sets of TAZs just for different levels of disclosure problems with
2010 CTPP (ACS) data alone. You'll need at least one more set for traffic
modeling, where you can geocode the address-based, Census block and other
small area data not subject to these disclosure problems and than from
there aggregate to the level needed for the model.

"It's all very well in practice, but it will never work in theory." -
French proverb
I must admit that, of late, I have gotten lost in the woods while trying
to see all the trees. During these past months I have been engaged in
developing a new TAZ system for the Minneapolis - St. Paul MPO area that
will both serve the needs of travel demand modeling here at the
Metropolitan Council AND provide us with the information we want from a
2010 CTPP-like product.
This new TAZ system is substantially more refined than those of the past
and should result in reasonable travel loadings on our arterial roadway
network. However, certain issues have been raising their knobby heads
regarding zone size that probably will clash with Census Disclosure Board
rules. Does anyone have a reasonable idea as to what minimum population
or household levels a TAZ will need to attain in order to circumvent large
numbers of "blank" cells? I suspect that there is not an easy,
uncomplicated answer but would like to hear one nonetheless.

It looks like
-All the ACS 1 year data will be released on Tuesday, Sept. 22, 2009.
-All the ACS 3-year data will be released on Tuesday, Oct. 27, 2009.

Census Bureau Releases Timetable for 2008 Income, Poverty and Health
Insurance Estimates and American Community Survey Data
The Census Bureau announced today a new public release schedule for the
official income, poverty and health insurance estimates for 2008 from
the Current Population Survey (CPS), as well as estimates from the
American Community Survey (ACS).
National income and poverty data from the CPS will be released the week
of Labor Day. This is in response to feedback that releasing the data in
late August was not optimal for data users and journalists reporting on
the findings. For the ACS, the new timetable provides an opportunity to
release the full set of 2008 ACS data at one time on Sept. 22, 2009.
The new schedule also permits the release of the 2006-2008 ACS on Oct.
27, 2009, six weeks earlier than last year’s schedule allowed.
This release schedule will allow for the production of a series of short
ACS economic briefs, analyzing findings on topics such as housing, the
labor force, food stamps, occupation and commute to work, in addition to
income and poverty.
DATA RELEASE SCHEDULE:
Income, poverty and health insurance estimates — Current Population Survey —
These national estimates will be released Thursday, Sept. 10, 2009.
Additional information regarding the time and format of the data release
will be included in a separate announcement closer to the release date.
As is standard procedure, there will be no embargo of these data.
2008 American Community Survey (ACS) — The U.S. Census Bureau will
release data from the 2008 ACS on Tuesday, Sept. 22, 2009. This release
will include all one-year estimates from the 2008 ACS — including ACS
income and poverty estimates. In addition to the full complement of
social, economic, and housing data, this release will also include
estimates on health insurance coverage, marital history, and veterans’
service-connected disability ratings, for the first time. These
estimates will be available for the nation, all 50 states, the District
of Columbia, Puerto Rico, every congressional district and all counties,
places and metropolitan areas with populations of 65,000 or more. The
data will be available on an embargoed basis for media use on Sept. 17,
three business days before the release date.
2006-2008 American Community Survey (ACS) — The U.S. Census Bureau will
release data from the 2006-2008 ACS on Tuesday, Oct. 27, 2009. The
release will include all three-year estimates from the 2006-2008 ACS.
The three-year estimates will be available for all geographic areas with
populations of 20,000 or more. The data will be available on an
embargoed basis for media use on Oct. 22, three business days before the
release date.
Embargo Access — The embargoed ACS data will be accessible from the
Census Bureau’s media embargo site on the specified date. For
information on obtaining a password, go to the “Newsroom” page on the
Census Bureau’s Web site (www.census.gov) and click on “Media Services.”
