I hope everyone has enjoyed the month long TRB!
Thanks to everyone who attended our committee meeting on January 6. We had
over 140 people online at the peak of attendance, which is pretty
impressive (especially given the events happening in Washington at the same
time as our meeting). We have posted the materials from the annual meeting
and our meeting minutes to the committee website:

We're continuing to work on our website, and I hope to use this more
effectively as a way to archive and share committee business moving
forward. I would especially like to thank Jinghua Xu and JD Allen for
their work on the website and Pavithra Parthasarathi for putting together
the minutes.
As far as next steps, committee members should be expecting to see drafts
of the TSP before the midyear meeting. I'll also be getting in touch with
people who volunteered for the two research working groups next week to
arrange some brainstorming meetings. We'll also be having a virtual mid
year meeting in June or July. I expect to have that scheduled next month
so you can block it on your calendar.

technical sessions. Hopefully this provides an opportunity for a broader
audience to attend committee meetings this year, but everyone will need to
register to access the meeting. The Annual Meeting registration page is at

committee meetings will be available within the TRB Annual Meeting Online

The November FHWA Talking Traffic Webinar will focus on methods to
estimate vehicle occupancy, which is a topic that I think is of broad
interest to people on our committee. The webinar will be November 19 from
2:00-3:30 Eastern. The invitation and more details on the webinar are
attached if you are interested in attending.
Background:
The transportation community relies on vehicle-based measures to
characterize highway demands. The two most common and widely adopted
standards are the annual average daily traffic (AADT) and the annual
average daily truck traffic (AADTT). While such vehicle-based measurements
provide highly effective assessments for highway planning, construction,
operations, and maintenance, gaps exist in the number of persons traveling
in a vehicle, and the tonnage and dollar values of freight moved on trucks.
On the freight front, efforts such as the truck weigh-in-motion program and
the Vehicle Inventory and Use Survey (VIUS) at the national level have been
providing information to link truck flow data to the tonnage and dollar
values of goods moved. On the passenger travel front, the National
Household Travel Survey (NHTS), along with limited state and local surveys,
offer a glimpse of vehicle occupancy information. Unfortunately, the
current household survey data are not robust enough in deciphering more
disaggregated strata such as time of day, seasonality, geographical area,
and roadway types regarding vehicle occupancy.
The FHWA Office of Highway Policy Information (OHPI) has carried out two
phases of major research and development effort, attempting to derive
vehicle occupancy data without resorting to the traditional survey
approach. In this webinar, the OHPI will present a set of vehicle occupancy
factor estimation methods developed for passenger vehicles, trucks, and
buses. Professionals interested in translating vehicle miles traveled (VMT)
data to person miles traveled (PMT), assessing how occupancy data are
developed for travel
demand modeling and forecasting, and attempting to create new measures for
highway needs analysis, operational efficiency evaluation, and performance
assessment, are encouraged to attend.
Objective:
The objective of this vehicle occupancy estimation webinar is twofold:
Share the advanced data analytics with the community to promote data
innovation,
Gather feedback from the transportation community on potential further
method improvements.

Hello TRB AED20 (formerly ABJ30) committee members and friends-
I hope everyone is staying healthy, safe, and sane throughout this pandemic.
As we discussed at the midyear meeting, there is still some uncertainty
about whether the TRB Annual Meeting will take place in person, virtually,
or as some sort of hybrid model. One thing is certain, though: the TRB
paper submission deadline remains on August 1 and we need to plan for paper
reviews. Once papers are submitted, papers will be assigned to committees
by TRB and then the committees will assign the papers to the
reviewers. The paper review period is August 15 – September 15. We must
complete the entire process by mid-September, with review results and
final session details input into the TRB system before October 1.
Given the unusual circumstances, it is hard to determine whether we will
see an increased or decreased paper load. In prior years, members received
4-5 papers to review from this committee and friends were asked to review
1-2 papers (but if you’d like to review more, we’re happy to assign more to
you!). You may receive additional reviews from different committees – we
don’t have a way of coordinating assignments across committees. Review
loads may differ this year depending on what gets submitted.
As a “high volume” committee (i.e., we receive more than 100 papers to
review each year), your assistance in reviewing papers is a critical
element as each paper needs multiple reviewers with a diversity of
experience to ensure well-rounded reviews. * To help us connect reviewers
