The 1980 data was not a consolidated purchase and so it only exists for the entities that purchased it, with their specifications, so, if the data you want is for one of the 152 individual entities, you need to get it from them. As to downloading CTPP data from 06 - 08 ACS, you can download it by part by state, that is to say if you are looking for a single state or a few states, you can download the 3 parts for each state in a zip file. If you are looking for raw data for the nation, it is easiest if I send you the discs. It is available at the place over 20,000 population, and at MSA, and MSA principle city, but not UZA.
