Maps showing those boundaries must go to FHWA with letters from MPO and the Governor. Deadline? Summer of 2013? · FHWA would require States to upload these shape files: Deadline, June 2014. Is it the same deadline to submit Functional Classification?? · The NEW Adjusted UZA boundary will be used to change the "rural" designation to "urban" for HPMS purpose and Functional Class purpose. · The new Adjusted UZA boundary will be used to provide outdoor advertising control. · The impact of adjusted UZA boundary will be minimal on Apportionment formula (from change in rural to urban classification of minor collectors) and & it is NOT required to adjust the UZA boundary, unless the MPO or the State wants to. · Distribution of STP funds guarantee that a minimum of 110% of the amount of funds for Federal Aid Secondary system must be spent in rural areas. A rural area is defined as the area outside the Adjusted UZA. State can exclude this FAUA (Adjusted Urbanized Area) from spending its monies that is allocated for rural roadways. · FTA and FHWA will both use the census defined UZA population/density data for FY2013 (not the adjusted UZA).
