For those who need some background, the TRB Subcommittee has put up a web page containing the Census Bureau's Federal Register Notice seeking comments on the ACS as well as some other other information. Of note is a BTS report that was published in 1996 which discusses the "Implications of Continuous Measurement for the Uses of Census Data for Transportation Planning."
