The latest LowMod data (aka CHAS data) can be downloaded here: http://www.huduser.org/portal/datasets/cp/CHAS/data_download_chas.html This is based on 2006-8 ACS data and does not include census tracts; MCDs are the smallest areas of geography. Tracts will be included in a future but not block groups, if I understand correctly.
