Those hard to find data were from STF2 and STF4, I think. Small places
weren't tabulated on those files. STF2B went to places of 1,000 or more
(2A only went to 10,000) and STF4B (sample data) only went down to places
of 2500 or more.
This is from memory but I think i have the cutoffs right.
