1970 was the first census for which data were released in summary tape file
format. I agree with Ed that your state data center may have the data
archived. There are also census data archives at Princeton University and
at ICPSR at the University of Michigan. As with later censuses, the 100%
and sample data are in different files, called First Count and Fourth Count.
