Our TAZ definition process will use the 2010 geography. That is one of
the reasons for waiting. By the time we are working on TAZs (summer of
2011) we would have not only the 2010 geography but also the "real" 2010
block population counts. The only downside that some have mentioned is
that the TAZs will have to conform to block boundaries or at least the
data coming form the blocks.
