Marie--Unfortunatly you will not be able to get wall-to-wall TAZ
coverage for the state. TAZs only exist where MPOs defined them and in
some some states where the state did the areas outside the MPOs. In IL
you are out of luck, TAZs only exist for the metro areas.
On a side note you also have to be aware of the TAZs shape files you
have. If I recall the ones the CB distributes are "generalized" and to
course.
Would Block Group shape files work?
