In viewing some of the Michigan UA boundaries, I've found that some current MPO modeled areas bleed into other UAs. For instance, a portion of the Holland model area is now in the Grand Rapids UA. Also, the Muskegon UA now extends into a county that is not part of its model area. So, what are the implications of such cases? What is the process for MPOs to reconcile their boundaries in such cases, or should one expect no changes. I'd appreciate any clarifications on this issue.
