When will FTA begin using new UZAs for annual funding apportionment? How do changes to UZA
population affect apportionment and eligible activities? How does this affect National
Transit Database (NTD) reporting? <new question per 6/11/12 email>
FTA is required by law to use the Census-designated 2010 UZAs for the Fiscal Year 2013
apportionment, which will be based on National Transit Database (NTD) Report Year 2011
data. For more information on the implications of 2010 Census UZAs for FTA formula grant
annual apportionment and eligible activities, please visit

New NTD UZA reporting numbers can be found on the NTD website under “Census 2010 Updates.”
Each transit system must identify which UZA(s) it serves. In addition, operators must
identify any rural or non-urbanized areas served. An area is served by a transit system if
the system picks up passengers in that area.
Note: Some demand response systems allow passengers to travel to a particular location,
but do not allow trip originations in that area. In these cases, do not list these
destinations as “served” by the transit system. All areas served by the system must be
identified, regardless of whether or not the system plans to allocate service data to
those areas.

NTD recently released their guidelines, their Allocation of NTD Data/2010 Census form
letter, and 2 spreadsheets showing the urbanized areas in the US and their corresponding
populations. These are the UZAs and population that must be used. If your transit
coverage also includes areas outside of these UZAs, then there's accommodation for
that as well.

Just to summarize some key areas (Please correct me if my understanding is incorrect/plain
wrong):
? MPOs will locally adjust the UZA and States will get those approved by the FHWA.
Maps showing those boundaries must go to FHWA with letters from MPO and the Governor.
Deadline? Summer of 2013?
? FHWA would require States to upload these shape files: Deadline, June 2014. Is it
the same deadline to submit Functional Classification??
? The NEW Adjusted UZA boundary will be used to change the "rural"
designation to "urban" for HPMS purpose and Functional Class purpose.
? The new Adjusted UZA boundary will be used to provide outdoor advertising
control.
? The impact of adjusted UZA boundary will be minimal on Apportionment formula (from
change in rural to urban classification of minor collectors) and & it is NOT required
to adjust the UZA boundary, unless the MPO or the State wants to.
? Distribution of STP funds guarantee that a minimum of 110% of the amount of funds
for Federal Aid Secondary system must be spent in rural areas. A rural area is defined as
the area outside the Adjusted UZA. State can exclude this FAUA (Adjusted Urbanized Area)
from spending its monies that is allocated for rural roadways.
? FTA and FHWA will both use the census defined UZA population/density data for
FY2013 (not the adjusted UZA).

The Census 2010 New Urban areas are already available to download from the Census Bureau
TIGER website. You will need to select "Urban Areas" in the drop down arrow
list.

The FHWA HEPGIS website is being updated. If you go to this page, select ?new HEPGIS

beginning of an email from NTD regarding transit operators and 2010 urbanized areas:
As most of you already know, the US Census Bureau has recently announced a new set of
Urbanized Areas based on the results of the 2010 Decennial Census. Additionally, FTA is
required by law to use these new Urbanized Areas for the Fiscal Year 2013 Apportionment,
which will be based on NTD Report Year 2011 Data. We are expecting that the Census Bureau
will very soon be releasing the final Urbanized Area Boundary maps from the 2010 Census.
This e-mail is to provide you with additional information on how that process will work.
Upon release the Census Boundary maps for the 2010 Census, each of you must identify which
Urbanized Area (UZA) or Areas are served by your transit system. In addition, you will
need to identify whether your transit systems services any rural or non-urbanized areas.
An area is served by your transit system if you pick up passengers in that area. (Note:
Some demand response systems allow passengers to travel to a particular location, but do
not allow trip originations in that area. In this case, do not list these destinations as
?served? by your transit system.) Please note that you must identify all areas served by
your system, regardless of whether or not you plan to allocate service data to those
areas.
Is this the same as the already released Census urbanized areas (what is new from what has
already been released?) Can we submit our Federal Aid Adjusted Urban Area instead?
Or just stick to a Census define boundary of urbanized.

On March 27, 2012 the Census Bureau released the list of new Urbanized
Areas and Urban Clusters. For transportation related activities these
boundaries have broad and far reaching affects. Recognizing that it
is impossible to address each individual situation and question
separately, staff from the Federal Highway Administration. Federal
Transit Administration, Census Bureau and others will conduct a 2-hour
webinar on Boundary Issues and Transportation.
Participants in the webinar can expect to learn about the various
Transportation related boundaries, where and how they interact with
the federal programs and the steps that state and local agencies need
to take to address the boundary related requirements. Time will be
allowed for questions and discussion, and additional resources will
also be made available for downloading.
If you are interested in boundaries from a transportation perspective,
have a particular question or need to learn about them, this webinar is for you.
To make sure your questions get addressed you can send it send them to
ed.christopher@dot.gov<mailto:ed.christopher@dot.gov> up to the close
of business the day before the before the webinar, otherwise they will
be handled on a first come basis during the webinar.
Space for the webinar is currently limited to 350 connections and
registration is mandatory, but free. Folks who can share one

webinar will be recorded with closed captioning. Questions discussed
during the webinar will be used to update the Frequently Asked
