Hi Megan, If you are listed as the primary participant for one or more counties, contact your district office to see when you should expect it or let them know you haven’t received it. There isn’t really much information in that you can’t find on the website now, so you can get started without having the letter. However that didn't come directly from the Census. I contacted the Philadelphia office and asked for clarification and they said, "the official language is that it is from the reciept of package. While we would like to recieve everything by then nothing will be considered late until 120 days from the last webinar."
