I'm not sure why all the profiles aren't on that site. For Virginia, you
should be able to go to
http://www2.census.gov/census_2000/datasets/100_and_sample_profile/Virginia/
and download ProfilePDFsVA.ZIP and have all the profiles for Virginia
(state, counties, places, PMSAs, MCDs, just about everything higher than
census tracts). However that file is almost 17meg zipped. The individual
profiles should also be in American Factfinder on Census web site but I'm
not a FactFinder user.
