Hi Marie,
Here is the trick that will allow you to get all the census blocks within
the district boundary.
Export the census bock boundary shape file to a point shape file as
centroid points. That way, the centroid points will be within the district
boundary.
Use spatial join (within) to join two layers

In Arcview 10, I am trying to join the 2010 census blocks to another
polygon feature with city districts. I am using the spatial join
(within). The problem is that the blocks at the borders of the districts
are not joined.
Any help?
Is there a better way??
