Adam, This is a little confusing. Are you looking for CTPP data or for basic census data? I'm going to assume that you're talking about basic census data. In 1990, there were blocks everywhere. Outside of the tracted areas, they were numbered inside a geographic area called a "Block Numbering Area", or BNA. 1990 STF1, File B has a limited set of data for all the blocks. I would expect that the Iowa State Data Center would have that file, one way or another. If not, it's archived a number of different places including ICPSR (InterUniversity Consortium for Political and Social Research)-- the URL is www.icpsr.umich.edu. Check ICPSR for 1980 as well. If my memory is correct, in 1980 there were blocks in all tracted areas (some of which were non-metro counties), in cities of 10,000 or more, and anywhere else that paid for them. I think the file was STF1B then too, but I don't remember for sure. Hope this helps.
