I'm not in my office now (on a mini-vacation), so I can't look at the
1960 tract report, but I think you may be right. I began working
professionally as a demographer in 1965 and I have a vague
recollection of LF data for 14+ in 1960. But there was something done
at BLS to "make it official" that LF statistics--unemployment and LF
participation rates--were to be calculated only for the 16+
population. There was some kind of big commission, or something like
that, back then, and the decision may have come out of there.
The point is, it's not an ACS issue. It's a BLS issue and is
consistent across all census surveys, CPS etc.

To my knowledge, and I've been around a long time, labor force status
has never been tabulated for persons under age 16. Most state labor
laws restrict teens 15 and under from the labor force, or certainly
from working full time. Why do you want the info for 14 and 15 year
olds? Even if they're in the labor force, it's likely not to be
reported, since it's mostly baby sitting and lawn work/snow shoveling.
