I suspect it is a problem with your TIGER conversion software. Did this
come from ESRI? Last I knew they didn't have a "converter" for ArcView
which is why they put all the TIGER files on their web site as shapefiles.
At any rate, I read TIGER with Arc/Info and the "UA" field is on record
type A, columns 81-85, for polygons. I normally build from the line
segment (arc) attributes (a very old habit) but I didn't find urbanized
area fields on either record type 1 or 3.
