Thanks for confirming what I suspected was true of ACS. Based on past research, I think
labor force status was tabulated for 14 and 15 year olds through the 1960 Census. By 1970
the Census was only asking about those 16 and older.

To my knowledge, and I've been around a long time, labor force status
has never been tabulated for persons under age 16. Most state labor
laws restrict teens 15 and under from the labor force, or certainly
from working full time. Why do you want the info for 14 and 15 year
olds? Even if they're in the labor force, it's likely not to be
reported, since it's mostly baby sitting and lawn work/snow shoveling.
