You may have already seen the Census Gateway page for 1990 at
http://www.census.gov/main/www/cen1990.html. You may have already found out that most
anything you click on refers you to AFF2, where, voila, there is nothing on 1990!
However, the Missouri Data Center would be a good site to look at. If you want some quick
tables, these are still available on the Census web site:
http://www.census.gov/main/www/cen1990.html - This is the PL94 data, which may or may not
help; and
http://www.census.gov/geo/www/ezstate/MO.pdf - This is poverty data by census tract,
again, of limited use by itself.
Otherwise, Jami Garrison's recommendations FTP can get you all you need, with a
little more work.

As far as I know, AFF2 doesn't have 1990 data in it. You have to get it off of the
Census Bureau FTP site.

the National Historical GIS (though related to GIS, they do have Census data in the
system)
