this was a splendid effort by Kevin and Ed. Ed's full history is in publication. Also, John Fischer who has a Brief insert in this TRNews series commemorating the 50th anniversary of the 1962 3C Act. But more significantly John has produced an absolutely superb piece as background that the Bipartisan Policy Center did on the federal role. That can be seen at the BPC website. it is called: The Evolution of the Federal Role in Surface Transportation.. it is the annex to a workshop report also very interesting called Strategies for defining the core federal role in Surface Transportation worth a look at http://bipartisanpolicy.org/sites/default/files/NTPP%20Paper_0.pdf or go to the BPC site and hit transportation under publications.
