Dear IPUMS User, I know many of you have been following developments in Census 2020 and the proposed citizenship questions. Several sessions at the Population Association of America (PAA) covered many aspects of Census 2020 planning and were well-attended with lively discussions. I’m writing to you today about plans for the American Community Survey (ACS). Please join me in asking the Census Bureau to clarify their plans for ACS disclosure avoidance control and dissemination. The Census Bureau is planning an extensive revision of procedures for ensuring the confidentiality of public use data, based on a method known as "differential privacy." The new disclosure avoidance system will rely on injecting noise into the data, and the new procedures may reduce or even eliminate the usability of public use data for many common research and policy applications. The American Community Survey (ACS) is the single most important statistical source in the social sciences. They generate 9,000 articles a year, and a new paper appears about every hour. If these data become unusable, unreliable or available only through restricted-access environments because of the new confidentiality measures, that would have profound consequences across many areas of demographic, economic, and policy research. Acknowledging the importance of the ACS data, we are seeking clarification and engagement with the research community from the Census Bureau. Engagement with the research community in advance of any changes. 3. Upcoming Assn. of Public Data Users Conference and Advanced tableau Training

The Association of Public Data Users Conference (APDU) will be holding its annual conference on July 9-10 in Arlington, VA. I think members of this list will find the topics and speakers of interest and will appreciate the opportunity to meet with data producers and fellow data users. The focus of presentations at the workshop is useful and new applications of new data made possible through the LED State/Federal partnership, the Quarterly Workforce Indicators (QWI) or the QWI Explorer, the Longitudinal Employer-Household Dynamics (LEHD) Origin-Destination Employee Statistics (LODES) or the OnTheMap or OnTheMap for Emergency Management, the Job-to-Job Flows (J2J) or J2J Explorer, and the Post-Secondary Employment Outcomes (PSEO). Presentations selected for the workshop will be featured on plenary panels or in targeted breakout sessions during this popular learning event. Topics could be from a wide variety of disciplines, including, but not limited to: workforce development, economic development, transportation planning, and emergency management. We are particularly interested in examples from our state partners and strongly encourage LMI shops to apply. Presentation proposals are eligible for inclusion in the Poster Session (see Poster Session information). NOTIFICATION: Submitters will be notified of selection status via e-mail by July 5, 2019. Once selected, presenters must confirm their ability to present NO LATER than July 19, 2019. POLICIES AND PROCEDURES: 1. Visual representations (PowerPoint, maps, graphs, data visualization) and online demonstrations are strongly encouraged. 2. Presentations may be posted to the LED Partnership website and used in promotional materials. 3. The LED Partnership reserves the right to edit all submitted presentations for publication on the web site and in the Workshop program. 4. The Workshop Program Team will determine the day and times for the presentation panel. 5. Presentations should be approximately 20-30 minutes in duration, with an additional 10 minutes for questions and answer; a discussant will moderate and encourage discussion of potential/similar uses of the LED data in the winning presentations. 6. The Census Bureau will provide two nights lodging and airfare (using Government contract carrier) for selected presenters.
