I am looking for guidance on how to combine median income values for several census tracts into a single value and associated margin of error. I recall seeing something about this topic in an ACS document but cannot locate the information at this time. Any help would be appreciated.

We downloaded the2006-2008 ACS county-to-county worker flow for Dane County, Wisconsin from http://ctpp.transportation.org/Pages/3yrdas.aspx.
The question we now have...can that data be compared to the county-to-county 2000 CTPP work trips to determine any statistically significant increase/decrease? If so, how would one calculate the margin of error?

As you know, TAZ delineation by State DOTs and MPOs will occur very
soon, with software distribution in March/early April and files returned
to the CB by mid-July. The software is being tested by volunteer State
DOTs and MPOs starting from Friday, Jan 14 thru Feb 2. Thank you to all
the volunteers! We do not need any additional software testers.
We have two web training events scheduled. REGISTRATION IS REQUIRED.
Please make sure that you capture the full http:// address, in case the
listserv breaks it up. You need the address including webconfid=22433,
or webconfid=21975
I have reserved 300 spaces for each day, so there should be enough room
for everyone. If you are unavailable on those days, the sessions will
be recorded and available for later viewing. The same training will
occur on each day, so please sign up for only one.
The web meeting software has been upgraded, therefore, the email with
the confirmation of your registration will have a link to check the
functionality on your computer.

Question: why is the time to do this only 3 months?
Answer: For the TAZ and TAD delineation, it is important to be able to
use the TIGER files with the 2010 geography and 2010 population counts.
The 2010 population counts will be released to the public on a flow
basis starting in March 2011, so we have to wait until these data are
available to begin TAZ and TAD delineation. If the 5-year CTPP using
2006-2010 ACS records will be tabulated for TAZs and TADs, the TAZ and
TAD delineations need to be completed quickly and returned to the CB
Geography Division (GEO) 3 months after the agencies receive their files
(no later than July 2011).
This provides GEO with sufficient time to QC the submissions, produce
the necessary files so that ACS records will get TAZ/TAD identifiers,
and create TIGER/Line shapefiles for TAZ/TAD geography. If the TAZs
and TADs
are not delineated within this time frame, the CTPP tabulation could be
delayed for another year, that is, Fall 2013.
Question: are there strict thresholds on either residential population
or workplace population?
Answer: No. The software will give a warning message, but will still
allow you to define TAZs below the recommended "threshold." (The FAQ
will include more discussion about this topic.)
We are working on an FAQ document on TAZs and will post it on the AASHTO
CTPP page.

Hi All,
It looks like the CTPP Data Access Software is up and running at: http://ctpp.transportation.org/Pages/3yrdas.aspx
Thanks for your patience and please let me know if you have any new problems.

In Michigan, and I'm sure in many other states, MPOs are SDC
affilates. They should automatically be included in PUMA delineation.

Hi All,
The link below will take you to a page to click through to the new CTPP
data product based on 2006 - 2008 3-year American Community Survey (ACS)
Data Access Software. It is live and ready to go.
http://ctpp.transportation.org/Pages/3yrdas.aspx
The CTPP data product based on 2006 - 2008 3-year American Community
Survey (ACS) Data is designed to help transportation analysts and
planners understand where people are commuting to and from, and how they
get there. The information is organized by where workers live, where
they work, and by the flow between those places.
The link below will take you to the CTPP data product based on 2006 -
2008 3-year ACS Data.
The Data Product is a special tabulation of census data designed by
transportation planners, for transportation planners. The Data Product
contains commuter flows, not available in other data sets. This Data
Product is limited to geographies with populations 20,000 or greater. It
contains over 200 tabs and cross tabs.

Subject: RE: [CTPP] Please help your data community re: PUMAs
Hi Elaine,
I defined the pumas by myself and gave the definitions to Sue Ebetsch (SDC) and to Cats for their comments. No changes were proposed. Sue had prepared a file layout so she could paste Chicago into her Illinois file. There are some census tracts that are split by the city boundary. I have forgotten if pumas allow partial census tracts. I kept the same puma boundary definitions that were used in 1970, 1980, and 1990 because for me it was important to have:
1. No change over time so that one can calculate change.
2. That the pumas observe existing smaller geographies such as neighborhoods and community areas.
3. For statistical reasons, that the pumas be as homogeneous as possible.
The pumas were important for preparing the 2030 forecasts. Max Dieber from the Northeastern Illinois Planning Commission prepared the forecast and used among other things a socio economic model. He used the pumas for the geographic unit. Pumas were just the right size, not too small and not too big and they came with consistent data.
I foresee that the CTPP and the pumas will be more important in 2010 than before because economic development has become so much more important.
Marie

The use of puma level data differs greatly for rural areas where several counties are needed to make a puma to central cities that include several pumas. As a demographer for the City of Chicago, I used puma data regularly. Some years, a regional transportation agency (CATS) defined the pumas but in 2000 I did it. I felt that it was too important to the City’s planning department to leave this function to transportation planners. The SDC coordinator, Sue Ebetsch, was very helpful. All I want to say is that more than transportation planners have a stake in the puma definitions.
Thanks for keeping the CTPP listserv public.

I am getting anecdotal remarks about whether or not SDCs have been open to working with the transportation data community, e.g. State DOTs and MPOs, about PUMA delineation. I think that if a few of you could provide some EXAMPLES of GOOD working relationships, maybe we can reduce the problems in the next round.
Some questions to consider:
After 2000, how did the SDC do outreach with the data community to get input into PUMA delineation?
What are the SDCs' plans for outreach for the next round?
Has the MPO or the State DOT participated in the SDC program as an affiliate?
Did the transportation data community participate in the 2010 Census tract delineation?

The January 2011 issue of the "Status Report" is now hitting the
streets. It is available at http://www.trbcensus.com/newsltr/sr0111.pdf
and very soon will be at http://www.fhwa.dot.gov/ctpp/status.htm
In this issue learn about the TAZ Delineation process, get an update
from AASHTO on the CTPP program, read articles on Commutation Flows and
Improving Employment Data for Transportation Planning and review the
Data Products Schedule.
For those with questions about the upcoming TAZ Delineation process make
sure to register and attend one of two webinars.

This is a follow up to Elaine's email.
Will you be responsible for creating the TAZs and/or the "new" Traffic
Analysis Districts for the 5-year CTPP data in your state or MPO? Will
you need to know the process or be managing a TAZ/TAD delineation
effort? If the answer to any of these questions is yes, then you will
certainly want to register and attend one of two repeat webinars that
will be held at the end of February.

The Webinars will feature a discussion of the Census Data TAZs/TADs, the
delineation rules and time line. There will also be a demonstration by
Census Bureau staff of the delineation software that MPOs and States
will be using coupled with ample time for Q and A. The webinars will
both be recorded and posted on the AASHTO CTPP website at

If you are having troubling registering you can email either Elaine
Murakami (Elaine.Murakami(a)dot.gov) or me and we will try to help.
Remember that registration is mandatory and make sure to include the
