I had the same problem and resorted to using 7-Zip software to unzip it. It's a free compression software - http://www.7-zip.org/.

Even after I opened windows explorer selected the zipped file right clicked it, opened properties and selected the ‘UNBLOCK’ tab, still I am getting that message when I try to extract the zipped file. Does anybody have a solution for this? Thanks.

Very good question Nancy? I ditto that one and will await a reply to
the list from CTTP or appropriate person. We at the Montgomery MPO in
Alabama have already made adjustments to Census 2000 TAZ and are ready
to send them to TAZ-UP process person for processing so they are
concurrent with 2010 Census tabulation and finalization.

Questions about timing to make adjustments to our TAZ boundaries. I

FYI--Besides the 2009 Tiger Files it looks like we will have the new
2010 Files before the 2010 Block population counts come out in around
March of 2011. This is good news. Just yesterday I was in a meeting
where the question came up.

The Census Bureau has released 2009 TIGER/Line Shapefiles today.
Available here: http://www.census.gov/geo/www/tiger/
This will be the last public release of TIGER data until early 2011.
This early 2011 release will include all of the updated 2010 tabulation
geography that serves as the geographic framework for 2010 Census data
tabulations (including the new 2010 Census tracts, block groups, blocks,
voting districts, and much more). Around the same time as this 2011
geospatial data release, Census will be releasing the tabular data with
2010 Census population counts down to the Census block level. See the
attached document for more information, including changes under
consideration and a request for input.

Solution for unzipping new 2009 Tiger files:
I also have XP but the 64bit version, initially I was getting the error Vinod got. Here are the steps to remedy the problem:
1. Go to the Tiger Link: http://www2.census.gov/cgi-bin/shapefiles2009/county-files?county=12099
2. Click on each file individually without checking the box and it will download and save the file with all of its contents on to machine.
3. Go to Windows Explorer, Right Click your zipped file; and extract all

Earlier this week I was part of an email chain where it was discovered
that with the new 2008 ACS data which was just release there was a
national change in workers from 2007 of about 4.8 million for a growth
of about 3.4 percent. Of course this seemed odd given the year that we
have been through. I further learned that BLS was showing a loss of
workers during the same time which prompted me to pass the issue over
to
Melissa Chiu our CTPP coordinator at the Census Bureau. Here is what
Melissa had to say.
Hi Ed,
I spoke with the subject matter branch chief and it turns out that the
Bureau recommends using caution when making labor force comparisons
between data from 2008 or later and data from prior years (make sure to
look at the footnote at the bottom of the labor force tables). This is
because there was a question change starting in 2008 that results in
more people responding that they worked last week. The question in use
before 2008 missed many marginal workers. Essentially the data are
better now and this also puts the ACS data more in line with the
Current
Population Survey (CPS)-based BLS data. In addition, as far as labor
force estimates go, the BLS data are considered the official estimates,
and many more questions are asked on the CPS regarding employment than
on the ACS. So there may still be differences between CPS and ACS due
to
this and other issues.
