We have just been asked by TRB for our input on the critical issues. As
was mentioned at our annual meeting I just submitted the notion of
"privacy and confidentiality" as our critical issue suggestion. Here is
the wording I used.
"Privacy and Confidentiality
The issue that is underlying most of the others is the notion of
"Privacy and Confidentiality". This issue is very broad and is
affecting all of us especially in the data community. On one hand there
is a public sentiment to protect an individuals privacy but on the
other, our political process is very participatory which means that it
thrives on data and information. I would bet that if each one of us
took a quick glance at our own transportation domains we could each come
up with list of privacy and confidentiality issues facing us today.
What makes this issue so perplexing is vast number of viewpoints and
perspectives embedded in it. This issue should not be confused or
construed to be security.

WASHINGTON - Transportation Secretary Norman Mineta is giving broad new
authority to agency officials to classify previously public documents
and withhold them from any public scrutiny. Mineta's directive went
into effect when it was signed Jan. 5. But it was not publicized by the
department until it was published in the Jan. 18 issue of the Federal
Register. It says information that agency officials regard as being
sensitive involving "all modes of transportation" will be exempted from
release under the Freedom of Information Act, or during court
proceedings on civil suits.

At the Data Section chairs meeting in January we had a presentation from
Diane Herz or the Bureau of Labor Force Statistics on the American Time
Use Survey that they are doing. Attached are her powerpoints. For

Also of interest may be the Time Use Survey Resource Center... "BLS has
recently released data from the new American Time Use Survey (ATUS).
These data should be enormously useful for addressing a wide range of
research issues. To facilitate research using these exciting new data,
the Maryland Population Research Center is establishing a user forum
through which researchers can share information about problems they
encounter in working with the data and exchange information that may be
of general utility in preparing the data for analysis. The site also
will provide links to a variety of other information of interest to time

This dissertation prize recognizes the best doctoral dissertation in the

of travel behaviour research accepted between January 1, 2004 and
December 31, 2004.
Supervisors wishing to submit 2004 dissertations for consideration
should provide the Chair of the Selection Panel, Dr. Tony Richardson

* Six copies of the dissertation
* Six copies of an extended abstract (in English) between 3 to 5
pages in length, not bound with the rest of the thesis, and

Ram Pendyala the chair to Travel Behavior and Values committee which may
be of interest to some. I recognize that this is in direct conflict
with our own Metadata subcommittee meeting but that is something totally
out of my control.

the Subcommittee on Time Use and Activity Patterns effective TRB 2005.

subcommittee meeting (on Monday, January 10, 2005 at 12 Noon), Tina

I trust that everyone is ready for the Annual Meeting and is off to a
good start with the new year. For our meeting next Monday afternoon I
want to remind you to think about the update to the TRB Critical
Issues. Attached is a Mark Norman memo discussing TRB interest in our
review of them.
While my first reaction to all of this was, "here we go again" the more
I thought about it the more I realized that I have been bumping my head
against what I would call a far reaching critical issue within the data
community but affecting all the other issues combined. The issue as I
see it is privacy and confidentiality. The problem however, is very
complex.
Attached is an abridged version of a presentation I did 3 years on
behalf of the committee the last time we talked about critical issues.
Although our agenda is someone packed I do intend to getting through it
so bring any of your critical issue thoughts with you for our
discussion.

Attached is our meeting agenda for the January meeting. For those
making presentations we will have power point capabilities available.
Let me suggest that you bring your presentations on either a "USB
flashable drive" or CD rom. Should you want to send your presentation
early, please get it to me no latter than January 6th.
As you will see on the agenda, I have left a substantial amount of time
for our traditional "members round robin". For our new members this is
where we go around the room and hear from those who have items of
interest to the committee. Some say this is the best part part of the
meeting! Since time is short, folks are asked to take a few minutes and
handouts are welcome. How many handouts to bring is always anyone's
guess, but between 40 and 50 is usually a good estimate.
