have to take a performance-based approach to planning and programming in these key areas:

The comment letter focuses on the simple principle that the impact of transportation on
physical activity levels ought to be a factor considered in transportation plans. It’s

transportation. Whether certain modes are eligible for funding or not isn't relevant
to the question of what we value when planning.
