The comment letter focuses on the simple principle that the impact of transportation on physical activity levels ought to be a factor considered in transportation plans. Whether certain modes are eligible for funding or not isn't relevant to the question of what we value when planning.

Us dot transportation enhancement funds can already be used for walking and biking projects. Rails to trails is already funded by fhwa. Usdot already includes health in its extensive (probably more than any other fed agency) ej efforts. Bikes already claim far more asphalt than their commuter use in the us can justify. So no, unless the originator can provide a better rationale, there's probably not a reason for anyone to sign on.
