Thanks, Sean.  Were the baselines and targets disaggregated by race and ethnicity?  Various health disparities are more prevalent in different communities and demographic groups, use of various modes of transportation varies also, as does access to outdoor and recreational opportunities, healthful food, and medical facilities.  So there are several axes upon which to evaluate and plan for healthful exercise and activities.  Robert Garcia at The City Project in Los Angeles has done a lot of excellent work on increasing healthful access for children of color, including within a transportation matix.

The NARC report is a great overview of some of the  MPOs programs that promote public health. As part of MTC's Regional Transportation Plan, we included a performance measure to increase the number of active individuals as the result of different projects. We monetized the savings due to health care costs and lost productivity due to individuals achieving increased physical activity from a transit, bicycle or pedestrian project. With all due respect, and however the report could be improved, it's
not technically correct that the report has no mention of any of those
issues.

For example, the sentence:

"The Transportation Research Board (TRB) recently concluded that a
disproportionate amount of minorities, elderly, and the poor often
postpone or miss
preventative, non-emergency healthcare visits when accessibility and
transportation options are lacking."

The Nashville example discusses "food deserts, which are defined as
areas with a high concentration of low income populations, devoid of
full-service grocery stores, and have little access to transit,
walking and bicycling facilities" which are being addressed in that
MPO's RTP through a "section that evaluates projects based on their
ability to increase accessibility for low-income and minority
communities, transportation choices for the disabled and the aging
population, the promotion of physical activity, transportation choices
in health impact areas, and the ability to reduce vehicle emissions,
among others"

Simply by raising the link between transportation, land use and
health, such issues are openly invoked, to be addressed. How well they
were raised, and how much they will be addressed thanks to any report,
is always of concern.
