New subject: Census 2010 vs 5-year ACS for TAZs
Hello Everyone,
Ive gotten started on our long range transportation plan, and one area we have an issue
with is Census data. We've got 2010 Census data for our population and household
counts, but we will also need the 5-year ACS data of number of households by household
size by household income. We would prefer to use 2010 population counts for the base year
of the model so we've decided there are two options. We could use the 5-year ACS data
for our base model year population and household counts, but that doesn't create a
true picture of 2010. The other option is we could mix datasets and proportionately apply
characteristics of the 5-year ACS data to the 2010 counts. Can anyone give us some
guidance needing to use both datasets on the same project?

I think it's OK to apply ACS 08-12 characteristics percentages to 2010
population and housing unit counts. Just keep in mind that the margins of
error in the ACS data are enormous. Yes, I know you have nothing better...

My recommendation is to use Table H13 (household size from 1 to 7+ persons) from the 2010
Census.
Then, use IPF to adjust the CTPP table (Table A112208 – Household Size (5) by Household
Income (26)) which uses 2006-2010 ACS records, to match the Census-based hhld size
distribution. The CTPP table has 5 categories for household size, but the categories
are: total, 1, 2, 3, and 4+ persons.
If you don’t need the 25 income categories, you might want to use A112208C, which only has
8 income categories (total and 8 categories). The “C” in the table stands for
“compressed”.

I cannot provide guidance, but you might find our recent experience helpful. We have used
2010 SF1 data for households by size and ACS 5 year (2006-2010) shares for income. We
chose this approach to be consistent with 2006-2010 ACS PUMS data that we also use, and in
the absence of other information.

I have know others to use similar approaches. However, one question that remains, which is
more of a research question is which ACS series to use. 2006 to 2010 or 2008 to 2012? I
can make good arguments to go either way.
