By “we” do they mean the Philadelphia office or the Census Bureau at large? I’ve a meeting with our counties on Thursday and I’m hoping to give them a definitive due date for this work. Any insight is greatly appreciated.

I was told the opposite - 120 days from end of webinars.  However that didn't come directly from the Census.  I contacted the Philadelphia office and asked for clarification and they said, "the official language is that it is from the reciept of package. While we would like to recieve everything by then nothing will be considered late until 120 days from the last webinar."
