Solution for unzipping new 2009 Tiger files:
I also have XP but the 64bit version, initially I was getting the error Vinod got. Here are the steps to remedy the problem:
1. Go to the Tiger Link:
http://www2.census.gov/cgi-bin/shapefiles2009/county-files?county=12099
2. Click on each file individually without checking the box and it will download and save the file with all of its contents on to machine.
3. Go to Windows Explorer, Right Click your zipped file; and extract all
