I am wanting to do address geocoding using Census TIGER line files, and I am not sure what will be the easiest, most efficient, most cost-effective method. 

As far as available resources, I have access to ArvGIS 8.2, and Arcview 3.1. 

Can anyone at least outline steps that I might use to accomplish this.  I have been informed that ArcGIS has a Tiger reader extension, that converts TIGER data to shapefiles.
