As far as I know, AFF2 doesn’t have 1990 data in it. You have to get it off of the Census Bureau FTP site.
You can try the Missouri Census Data Center:
http://mcdc2.missouri.edu/websas/xtabs3menus/mainmenu.html
the National Historical GIS (though related to GIS, they do have Census data in the system)
