Shimon, I have an email from Will Buckhout with the LA Census Office that relays the following:
…One thing I would like to mention is that the 120 day review period begins on the day that entities receive their materials. I dearly apologize, since it had previously been our headquarters indication
that the review period for all entities would begin on February 28th. I understand this is an inconvenience and again I apologize.

I was told the opposite - 120 days from end of webinars. However that didn't come directly from the Census. I contacted the Philadelphia office and asked for clarification and they said, "the official language is that it is from the reciept
of package. While we would like to recieve everything by then nothing will be considered late until 120 days from the last webinar."
