I have the same
issue you do, therefore I send all of these “social network”
messages to my personal address, although I believe that my colleagues miss out
on some opportunities to learn. Our state DOT sometimes publishes
projects’ simulations on YouTube and I have to look at them at home. I
can understand that some agencies may fear abuse by employees, but I don’t
believe they have actually pondered the disadvantages of blocking such sites.

I'd be curious to know how many agencies cannot take advantage of this due
to social network blockage by I.T. policies. I, for one, cannot access any
Facebook, Twitter, LinkedIn, YouTube, or any other social networking pages.
That being said, we cannot create and/or take advantage of those same
technologies, particularly as an avenue for Public Participation.
