Cliff-Ben, This is not a definitive answer but In 2000 and in fact for every past CTPP data tabulation TAZs were optional for people to define. Not everyone defined them. In 2000 I believe that we had Urban and State TAZs. If memory serves me for areas that did not define TAZs I am guessing the field were blank. However with the ACS program CTPP data tabulations I am guessing that there is some of geography in the TAZ field for areas that did not do TAZs, maybe block group data-but this all needs to double checked and verified. I did find the attached Errata sheet that was prepared for the 2000 data where some of this is explained. See Item (v) on page 4 and 5.

I don't have an answer for you right now, but I did confirm that I see the same thing on my end. The 2006-2010 and 2012-2016 datasets appear to have good TAZ coverage for Massachusetts, but not the 2000 for some reason. Perhaps others are aware of some history here.

to look for TAZ data for Middlesex County, Massachusetts from the 2000 CTPP.  However, the tool seems to only include data for Berkshire County.  When we look at TAZs on the map tab we can see TAZ geography for some other Massachusetts counties but we do not seem the boundaries for any of the counties in the Boston region, or much of central or western Massachusetts either for that matter. Does anyone have a suggestion for how we might gain access to data from tables covering these missing TAZs?
