Yes, 2005-2009 was 2000 census tracts/BG (there were a couple of exceptions – see the link below) and 2006-2010 was 2010 census tracts/BG.   However, for places, the CDP are from the census but the boundaries for incorporated cities/towns reflect the boundary as of January 1, 2009.

Census Releases TIGERweb v2.0

The U.S. Census Bureau has released TIGERweb v2.0 (beta). This release includes the following:

•             Redesign of the TIGERweb main page

•             New version of the TIGERweb viewer application with the following functionality:

o             Capability to view current, ACS 2011, ACS 2010, and Census 2010 legal and statistical boundaries

o             New tool to compare entities from two different vintages

o             Print

o             Dynamic Legend

o             Terrain and Imagery background

 

•             An additional viewer, TIGERweb2010, dedicated to Census 2010 data

•             New map services dedicated to Census 2010 data which now include data for the island areas

•             New map services to support the following entities:

o             Estates

o             Subbarrios

o             Public Use Microdata Areas

o             Urban Growth Areas

o             ZIP Code Tabulation Areas

o             112th Congressional Districts
