The pdf’s are available on a state to county basis near the middle of the Census PSAP main page here:
https://www.census.gov/programs-surveys/decennial-census/about/psap.html
Scroll down to “PDF Maps – Census Tract”, within the drop-down state menu is each county within that state as its own PDF. Note that these pdf’s show Census Tract boundaries and associated numbering/re-numbering as well as CDP boundaries.
Block group boundaries are not on these maps.

The Census Bureau has recommended reviewing the new Census 2020 geographies using TigerWeb or PDFs. If you want to look at the shapefiles in your own GIS software, you can download
them from here – they are marked as 19v2.
