The Census has a web page showing block relationships between
the 2000 Census “tabulation blocks” and the 2010 “collection
blocks.” See http://www.census.gov/geo/www/2010census/rel_block.html.
The tabulation blocks are the ones used to tabulate and present the data, while
the collection blocks are the ones they use operationally to collect the
data. I downloaded the relationship files for my area and looked at
them. They don’t yet reflect the newly defined tracts I submitted
through PSAP (e.g., subdivisions of now-oversized 2000 tracts). The web
page says,
“Currently, only
the Census 2000 tabulation census block to 2010 Census collection block
relationship files are available. The Census Bureau has not yet defined
2010 Census tabulation blocks. Delineation of 2010 Census tabulation blocks
will occur in late summer 2010, just prior to tabulation of 2010 Census
data. Relationship files containing 2010 tabulation blocks will be
released in 2011 to support releases of 2010 Census data products.”
Of course, just because the tabulation blocks won’t be
released until 2011 doesn’t mean the tracts won’t be released
earlier. But I wouldn’t count on it. At any rate, Federal law
(P.L. 94-171) regarding redistricting that follows every Census requires the
block data and geography to be available by the end of March, 2011. This
will also feed into our updating of TAZ boundaries to follow 2010 Census block
boundaries, to get the CTPP data for our local modeling.

Our regional census office
indicated the PSAP boundaries would be finalized by this fall. They
indicated any changes to the PSAP submittal would be detailed and provided for
buy-off. To date, I haven’t yet heard back – it would be nice
to know the final boundaries and also when they’ll be available for
general download. I would hope they’ll release the boundaries in
advance of the census. I saved shapefiles of the PSAP submittal, but I am
working on the assumption the census bureau will not alter the boundaries
we’ve submitted.

you go to the 2009 TIGER/Line Shapefiles download page it seems like the only
files available for tracts and block groups are 2000 census files. Are
there supposed to be updated tract and block group boundaries available from
the PSAP update with this 2009 Tiger file release? If not does anyone
know when these will be updated and available for download?

FYI--Besides the 2009 Tiger Files it looks like we will

The Census Bureau has released 2009 TIGER/Line Shapefiles
today.

This will be the last public release of TIGER data until
early 2011.
This early 2011 release will include all of the updated
2010 tabulation
geography that serves as the geographic framework for
2010 Census data
tabulations (including the new 2010 Census tracts, block
groups, blocks,
voting districts, and much more). Around the
same time as this 2011
geospatial data release, Census will be releasing the
tabular data with
2010 Census population counts down to the Census block
level. See the
attached document for more information, including changes
under
consideration and a request for input.
